Maybe. Or maybe not. Waymo was first in several cities in Texas, but faces competition from multiple later-entrant AV companies in those same cities. First mover is an advantage, but hardly a moat that keeps you dominant and the competition at bay. What matters is the tech and its cost, which seems globally and generally applicable and mostly independent of local factors after a brief training and testing period.
